Karwan Technical Research Center

Introduction:

With the establishment of a new government in Afghanistan, the country continues its journey towards strengthening the rules of law and promoting effective governance. However, the basic foundations of governance still remain weak and various governance capacity deficits are felt across different government institutions.

One of the major shortcomings in the past one and a half decades is the insufficient growth of talent pools with professional capacities within the framework of the Islamic Republic of Afghanistan. As is obvious, talent development forms the basis of growth and improvement; significant progress can be made via human education. Therefore, what we identified from our extensive studies is that more investments should be focused on providing quality and professional education. This will provide us with the opportunity to even better serve our country and mankind. Moreover, the use of Public Private Partnerships greatly facilitates the growth of the education sector in ways that Government on its own could not achieve.

In light of the above points, and with sufficient experience in the training of professionals, Karwan University wants to play a key role in the empowerment and development of human skills and competencies. For this purpose, the Technical Research Center for Capacity Building, Skills Development and job creation has been created within the framework of this institution.

Vision:

To strengthen good governance for sustainable development at all levels through Public Private Partnerships (PPP), and promote professional skills and capacity development programs by providing basic and specialized services in a variety of academic and research fields, contributing to the social advancement of Afghanistan.

Mission and Programs:

To develop and provide research and training (short, medium and long term) for cadres at various levels, and to play a major role in improving the affairs of relevant government and non-government organizations.

Terms of Reference:

• Karwan Technical Research Center (KTRC) carries out research services at multiple sectors throughout the country.
• The center, with the help of senior professional experts, provides professional training and capacity development services to cadres at different levels.
• KTRC, through its research experts, provides consultancy services and high profile academic materials; books and artistic, economic and professional treatises to interested candidates (especially students and professors of various universities and institutes) who aim to create, design, arrange and complete their thesis, research studies papers and assists in the formulation of their treatises.
• KTRC serves the government and non-governmental sectors, which uses this center during preparation of developmental policies for the country›s development plan, especially in the field of training and capacity development of a professional workforce.
• Providing opportunities for scholarships, trainings, fellowship and capacity building programs at home and abroad for skilled workers, teachers, students and government sectorial employees.

•      Resource Center (Library)

The Resource Center provides specialized materials on intellectual, professional, cultural and academic services. The Resource Center is part of the Research Center which supervises all the other sections of the library. The Resource Center will be available to the general public, researchers, schoolchildren, and students alike.

Extensive books of various types; higher education and semi-higher education in national languages, English, Arabic, Urdu, Turkish, French, German and Russian languages, and curriculum collections of leading universities, sources of legal civil Information, different countries law, information of technical and vocational educational system in the region and the world, images related to occupation, profession and employment (Photo Gallery), information about art, technology, skills, world and Afghanistan economy, history  of Afghanistan, important documents, international protocols, research reports, important interviews regarding development of technical and vocational education & education strategies, visual reports, different types of books, introduction of important people and the secret behind their successful life in the country, daily activities, evaluation of the outcome, announcements, press conference and more etc.…

In order to keep pace with the era of modern technology, Karwan Technical Research Center will have a dedicated and advanced website. This website will serve as a bridge between the Afghan government departments and other international universities and global professional institutes, enabling the exchange of information among peer institutions. Moreover, it will also cater to the needs of our colleagues in the administrative and teaching departments of Karwan University, other sectors and fellow Afghans at home and abroad, providing academic research, and professional, economic, technical and historic material in three languages; Pashto, Persian and English.

 Think Tank Center, educational sessions to enhance the technical and professional capacity of students, teachers & employees

Given the prime importance of various decisions regarding professional capacity building and skills development, as well as for the implementation of its plans, consultation and working groups, it is necessary to conduct academic and research seminars and workshops for the management of organizations and experts. It will enable technical professionals to come together on a monthly or bi-weekly basis at one of the halls of the Karwan Technical Research Center. Professors and senior experts as a guest speaker or (Guest Lecturer) will discuss a specific subject. This is also useful for developing the capacities of young people and students, and will provide a platform for the exchange and sharing of information.

  Conference hall for planning & academic discussions

There are four halls in this center for academic discussions that are fully equipped to facilitate meetings and discussions. Frequent free and volunteer workshops, capacity building for officials and employees, short-term professional, technical and vocational courses, seminars and workshops related to the academic board and other meetings, will be held regularly.

The purpose of the launch of these discussion sessions and meetings is to build a bridge between the private sector and government organizations, facilitating the dissemination of thoughts and plans, the exchange of trades and cooperation ideas, as well as the consideration of the implementation of public and private partnerships (PPP).

 Management Board for Academic Affair

Technical Research Center’s academic board consists of 10 experts with a high level of professional education, who work jointly on important issues such as strategic planning, teaching plans, educational plans, adding and refining of trades, disciplines, and other academic research activities.

 Research Center, Compilation and Translation

In addition to the Research Board, there is a compilation and translation center in which the books of various academic disciplines will be compiled, translated, edited and reproduced.

The translators of Arabic, French, English, German, Turkish, Russian, Urdu and other languages of this center will have a permanent presence and membership, They will  translate the books of these languages into the national languages of Afghanistan, and will serve as a cultural and communication liaison alongside the provision of services and various other activities, such as searching scholarships, exposure visits, and the representation of the center’s cultural and technical affairs to other peer centers and universities in agreement with the Ministry of Higher Education.

Public Awareness Center, Mass Media, Magazine and other publications

Public awareness center is responsible for the provision of any type of public awareness material, employing well-known and experienced people in the media and providing publications for the development, introduction and advancement of trainings, professional skills, knowledge, and enlightening the minds and promoting the culture of science and technology.

The Public awareness center will also be responsible for periodically printing (Karwan Nour) Magazine.
